The End-of-Life Vehicle Directive aims to reduce waste, restrict the use of hazardous substances, and increase recycling. It also requires all vehicles to be processed at an approved treatment facility (ATF), where depollution is mandatory.

The UK Government’s End of Life Vehicle Directive (ELVs): Appropriate measures for permitted facilities states that you should carry out depollution activities using equipment specifically designed for depollution operations. Using such equipment will ensure you achieve a high level of decontamination in a relatively short time frame.
Before operating as a vehicle recycler, what procedures do I need to follow?
This list is not exhaustive, and you should always seek professional advice, as these requirements can change.
- Authorised Treatment Facility (ATF) licence: required to legally depollute and dismantle end-of-life vehicles (ELVs).
- Environmental Permit from the Environment Agency: covers handling of hazardous waste (oils, batteries, fuel, airbags, etc.).
- Waste Carrier Licence: needed if you transport scrap vehicles or parts.
- Planning permission for your site: especially if you’re storing vehicles, installing drainage systems, or operating heavy machinery.
- Fire safety compliance: fire risk assessment, extinguishers, and safe storage of flammable materials.
- Business insurance: public liability, employer’s liability, environmental liability, equipment cover, and vehicle movement insurance.

Compliance & Profitability in ELV Recycling

Types of Equipment
Kraftstoff-Rückgewinnung

- Fuel must be recovered and stored in suitable, separate containers.
- All fuel must be recovered from an ELV tank.
- The most efficient method is drilling the underside of the tank and extracting through suction.
- Fuel may be siphoned if drilling is not an option.
- All fuel recovery equipment must be ATEX Directive compliant.
Sonstige Flüssigkeitsentfernung

- Motor oil, transmission oil, gearbox oil, hydraulic oil, cooling liquids, anti-freeze, brake fluids, air conditioning system fluids and any other fluid contained in the ELV must be recovered & stored in separate containers accordingly.
- Fluid must be removed from shock absorbers.
- After depollution, all gravity-drained holes should be plugged.
Reifendemontage / Bergung

- Im Jahr 2006 verbot die europäische Deponierichtlinie die Entsorgung von ganzen und geschredderten Reifen auf Deponien.
- Bei der Verarbeitung müssen die Reifen von den Felgen getrennt werden.
- Die Demontage des Reifens vor der Entkohlung verbessert auch den Zugang zu Bremsen und Stoßdämpfern.
Fahrzeughebebühnen / Ständer

- Das Aufstellen des Fahrzeugs auf einem Gestell oder einer Hebevorrichtung ermöglicht einen einfachen Zugang unter das Fahrzeug, bevor eine Reihe von Arbeiten durchgeführt werden.
- Solche Rahmen verbessern auch die Leichtigkeit und Sicherheit beim Ausbau des Katalysators.
Klimaanlagen-Rückgewinnung / F-Gas-Schulung

- Not removing the air conditioning gas from ELVs will breach environmental permits and the requirements of the ELV Directive.
- Air conditioning refrigerant gas must be removed using specialist equipment.
- Relevant operatives must be formally trained and hold a duly accredited certificate of competence.

What equipment does the legislation state you need to have?
There are lots of different types of equipment that you might need for your operation that will ease the process (and increase revenue!), such as forklifts or telehandlers, parts-washing equipment, metal balers or shredders. However, there is also a range of equipment that you must have in order to comply with this legislation and ensure you are meeting the requirements of your licences and permits.
What does the legislation state that the depollution process should consist of, and what equipment would I need for each of these processes?
The End-of-Life Vehicles Regulations state that treatment operations for the depollution of a waste motor vehicle shall consist of:
- The removal of the battery or batteries
- The removal of the liquified gas tank (petrol, diesel & LPG)
- The removal or neutralisation of all potentially explosive components (including airbags)
- The removal, separate collection and storage of all fuels, motor oil, transmission oil, gearbox oil, hydraulic oil, cooling liquids, antifreeze, brake fluids, and AC systems fluids
- The removal, so far as feasible, of all components identified as containing mercury
